Colon allegedly shot a man during the festival at Main and West Lehigh streets. That sent people running in panic. Holihan says the victim was seriously wounded but did survive. Holiahn isn't saying if anybody else will be charged.

The signal also shows a truck's route and which roads have already been treated. You can view the snow plow tracker at www.511pa.com. Find it by checking off the box for "PennDOT plow trucks" on the map.
